L is for... Lemaitre

 
Lemaitre was a leading member of the Revolutionary government led by Maximilien Robespierre. He had special responsibility for the Conciergerie Prison, where he would spy on the prisoners and report back to his leader. He found the chief jailer to be an easily fooled man whom he could manipulate. 
When Ian Chesterton was placed in a cell with another Englishman named Webster, Lemaitre was keen to know if the two men spoke together. After Webster died, he secretly engineered Ian's escape from the prison - distracting the jailer as he gave out the food so that he would leave his keys behind, then knocking the man out when Ian left his cell.
On learning that the Doctor was impersonating an official from the southern provinces, he elected to keep this information to himself - knowing him to be acquainted with Ian.
It later transpired that Lemaitre was really an English spy - real name James Stirling. He had declined to notify Robespierre's enemies of this as he did not trust them and preferred to work on his own.
Webster had left a message that he needed to return to England immediately with the information he had gathered, but first he had Ian and Barbara spy on a meeting between Robespierre's political foe Paul Barrass and the army commander Napoleon Bonaparte.
