A government fixer, Agent Johnson was basically an assassin, who would help cover up anything the UK government did not want to become public knowledge. This included its involvement with an alien race known only as the 456 back in the 1950's. When the 456 made fresh contact in 2009, Johnson was despatched to Cardiff to eliminate Torchwood 3, as Captain Jack had been involved with that earlier incident, and the present government did not want the Torchwood team to interfere in its new dealings with the 456. She employed a local doctor, Patanjali, to lure Jack into a trap. The doctor shot Jack, and while he was still dead he planted a powerful bomb in his body. Once his usefulness was over, Johnson killed Patanjali. The bomb exploded, destroying the Torchwood Hub. The team went on the run, moving to London, but Johnson was on their trail. All attempts to get rid of Jack failed due to his immortality. Eventually Johnson was forced to join forces with Jack, when he devised a method of repelling the 456, though at the cost of his grandson's life.
