Kabel was one of the aliens who lived in the Trap Street, a refugee community hidden in the city of London. He appeared as a bespectacled young man, as the glow worms which illuminated the street caused everyone to appear human.
His true form, however, was as a bipedal reptilian creature, with large eyes and a huge bony crest running up the middle of the skull. His species were the Lugal-Irra-Kush.
Kabel and another inhabitant of the street - Rump - claimed to have seen the Doctor's friend Rigsy murder their friend Anah the previous night, for which the young man had a sentence of death placed on him. Kabel gave the Doctor a vital clue that helped him work out what the true crime was here - thus saving Rigsy.

- Members of Kabel's species have also appeared in The Rings of Akhaten, and there was one on display in Hedgewick's World of Wonders in Nightmare in Silver.
