The President of the United States was unhappy with the UK Government's handling of the 456 incident, when an alien race re-established contact with Earth after briefly visiting in the 1950's. General Austin Pierce was sent from Washington to take charge of the situation, which would involve the handing over of one tenth of the world's population of children to the aliens.
After the 456 had been repelled by Torchwood - Captain Jack Harkness sacrificing the life of his grandson to do so - the UK Prime Minister was happy that Pierce had become involved, as he could now blame the Americans as public outrage grew.

- Pierce features in the third, fourth and fifth instalments of the series.
- McFarlane later appeared in Doctor Who, playing Moran in Under the Lake / Before the Flood.
- Before that he had voiced the Heavenly Host in Voyage of the Damned.
- He is in the cast of the forthcoming UNIT spin-off The War Between the Land and the Sea, reprising the role of General Pierce.
