There were some on Gallifrey who renounced the stifling, technocratic society of the Time Lords and sought a more natural existence in the wastelands outside the Capitol. There they hunted for their food and wore animal skins, living in a tented community.
When the Doctor began having rebellious Time Lords expelled from the Capitol - a ruse to keep them safe from an invading Vardan force, he also had Leela exiled. She and a Time Lady named Rodan encountered the Outsiders, who were led by a man named Nesbin.
He was impressed with her skills and she enlisted his help in putting together a force which could break into the city and attack the Vardans. Attempts to train the refugee Time Lords in combat techniques failed, so Leela and Rodan re-entered the Capitol with only Nesbin and some of his best fighters.
They were too late to fight the Vardans - already expelled by the Doctor and K-9 - but did battle a Sontaran taskforce. Two of their number - Ablif and Jasko - were killed in the struggle.
Played by: Max Faulkner (Nesbin), Presta (Gai Smith), Ablif (Ray Callaghan), Jasko (Michael Mundell). Appearances: The Invasion of Time (1978).
- For many years, fandom insisted that these were the people known as Shebogans / Sheboogans. It has subsequently been established that they were actually the native inhabitants of Gallifrey.
- Faulkner had many appearances in the series, either as an actor or as a member of the Havoc stunt group. He also acted as fight arranger on The Hand of Fear.
- His first appearance was as the UNIT soldier who gets zapped in The Ambassadors of Death, only to turn up unharmed a couple of episodes later. He also dies twice in The Monster of Peladon.
- His final appearance in the show was as a guard in Creature From The Pit. He died in February 2010.
