Elderly leader of a rebel group which lived on an obscure planet in the mini-universe of E-Space. His people were being enslaved by the Three Who Rule, a trio of lords who lived in a castle which dominated their community. He believed that technology would help them overthrow their oppressors, and was trying to get various computer devices to work. The Doctor identified these as belonging to a spacecraft from the normal universe which had become trapped in E-Space many centuries ago.
The Three Who Rule proved not to be the descendants of the ship's crew, but the crew themselves - given long life by the Great Vampire which had escaped destruction by the Time Lords by hijacking the ship. The castle is the spaceship - the Hydrax. The Doctor helped get Kalmar's equipment working again, and this assisted in the defeat of the Three after the Great Vampire was killed just as it attempted to rise from its centuries long sleep.

- Hewlett made a second appearance in the series as Mr Kimber, passenger on the Hyperion III in Terror of the Vervoids. Coincidentally, the Hydrax in State of Decay was originally called the Hyperion, but the name was changed after fan-adviser on the show Ian Levine pointed out that the name had previously been used for a spaceship in The Mutants. Levine was no longer advising by the time they made Trial of a Time Lord.
