Kalik was the devious brother of President Zarb, leader of the planet Inter Minor. They were members of the grey-faced, bureaucratic, Official species.
This world had been cut off from the rest of the galaxy for generations following a devastating plague. When Zarb decided to reopen their frontiers to visitors, Kalik disagreed. He saw his brother as a weak man who would destroy their planet if he allowed strangers in, and so decided to overthrow him and take his place. He had as an accomplice a fellow Official named Orum.
Kalik and Orum, along with their senior Pletrac, formed a tribunal to consider the admission of the very first visitors - a pair of Lurman show people named Vorg and Shirna. Zarb had decided to permit Lurmans in as they were similar in appearance to the Official species.
Kalik at first attempted to sabotage the process, but on learning more about the Miniscope they had brought with them, he started to find ways of undermining Pletrac's attempts to expel them.
Kalik had decided to release the savage Drashig creatures which dwelt in the Scope, so that they would cause carnage in the capital city. He would then show how this was a direct result of Zarb's policies, and that their borders should remain closed.
His plans might have succeeded had he not been devoured by a Drashig when they first emerged from the Scope. Vorg destroyed them before they could leave the space port.

- One of a trio of more substantial roles Wisher played in the series - the others being the original Davros in Genesis of the Daleks, and Rex Farrell in Terror of the Autons. Touring abroad prevented him from reprising Davros in Destiny of the Daleks, and rescheduling due to strike action meant he couldn't do Resurrection of the Daleks.
- His other performances were as Dalek voices in Frontier in Space, Planet of the Daleks and Death to the Daleks; a TV presenter in The Ambassadors of Death; Magrik in Revenge of the Cybermen; and Ponti in Planet of Evil.
