The Sisters of Plenitude - the cat-nun staff of the hospital at New New York on New Earth - had a reputation for being able to cure any illness. This reputation was, however, built upon a dark secret. They had developed a race of force-grown adult human clones to use as guinea-pigs. They would be infected with various diseases so that immunity would develop - which could then be manufactured into a cure. They were supposed to have no sentience, but Matron Casp and Sister Jatt discovered that they were beginning to develop self-awareness. These individuals they destroyed, incinerating them.
The people were kept in airtight pods, but Lady Cassandra sabotaged the system in order to force the Sisters to reveal their secrets. The pods all opened, freeing their occupants. They wandered through the complex seeking human contact after their life of isolation, inadvertently fatally contaminating anyone they touched with a variety of diseases.
Casp and Jatt were amongst their victims.
The Doctor mixed the various hospital treatments into a single chemical which he used to spray a number of the clones. This cured them, and they in turn passed on the cure to others through touch.
The hospital was closed down and the remaining Sisters taken into custody, whilst the cloned people were legally recognised as a new human species.
