The true Earth delegate sent to judge the planet Peladon's suitability for membership to the Galactic Federation. She was the chair of the deciding committee. Due to her being delayed, the Doctor was mistaken for the Earth delegate, with Jo Grant acting as a royal observer. Amazonia only arrived once he had helped defeat High Priest Hepesh's plans to undermine the negotiations, and strike a deal with Arcturus. Her late arrival is never explained, but as this was a mission for the Doctor from the Time Lords, no doubt they had a hand in holding her up.
Amazonia may be this formidable lady's actual name - though it may also be that she represents a future power bloc centred on South America.
