A member of the resistance movement against the Master and the Toclafane after they had taken over the Earth. Before the invasion he had been a paediatric doctor at a London hospital, and now gave medical assistance in the British labour camps. This allowed him to move more freely around the country and it was he who welcomed Martha Jones back to the country one night under cover of darkness. She had been travelling the globe for a year, inspiring people with stories of the Doctor. Tom helped Martha and a scientist named Docherty to capture a Toclafane, to examine it and discover their true nature.
A year to the day after the invasion began, Tom was shot and killed by the Master as he captured Martha outside a safe house in South London.
When the TARDIS-powered Paradox Engine was destroyed, time ran backwards to the point when it was first activated, wiping out the last 12 months.
Martha later called him at his hospital, but hung up before he could speak to her - content to know he was alive and well. She later dated him for a time and they became engaged. This did not last, however, as she went on to marry Mickey Smith.
