Is RTD toying with us...?

You can file all this under "Rumour" for now, but yesterday RTD tweeted that Neil Patrick Harris would be playing "the greatest enemy the Doctor has ever faced".
This can be looked at it in two ways. The use of "has ever faced" could be taken to mean that this is a character that has already been seen before. Naturally the web started spouting all the usual suspects - yet another new Master, Omega, the Valeyard, the Black Guardian etc, etc, etc.
However, if you look at stories such as The Greatest Show in the Galaxy and The Curse of Fenric, we had very old enemies of the Doctor feature - just ones that we had never heard of before. In the circus-based story the Doctor talks of having fought the Gods of Ragnarok all his life, but you'd never have known it if he hadn't told us so. NPH could therefore be playing a 'new' old enemy.
However, filming is about to start in Bristol tomorrow, and a cafe with a Victorian frontage has been dressed as a magic tricks / toy shop, belonging to a Mr Emporium.
The rumour, therefore, is that NPH will be playing the Celestial Toymaker...

This character doesn't really fit with the filming that has been going on so far, so this might be a second episode that is now being filmed. There has been a rumour that there could be three Specials for the 60th, rather than just one. A crew member last week actually claimed that they weren't even filming the 60th Special yet, so could these episodes be something that is going to be screened earlier than Nov 2023? It does seem odd that they should be filming material now that isn't going to be screened for nearly a year and a half.
Yesterday John Simm jokingly queried the use of the word "ever" in RTD's tweet. RTD responded with the clarification "... this year". A slip of the finger, or a hint that we might be getting a Christmas Special? The Toymaker would make for a perfect Christmas villain.
