During the "Miracle Day" phenomenon, when no-one in the world died, governments agreed the secret protocol of "Categories of Life". Due to a fear of dwindling resources, those people who would most certainly have died due to their illness or injury, were it not for the Miracle, were to be quietly disposed of. Centres were set up in remote locations, where the Category One people were cremated. Dr Vera Suarez, who was assisting Captain Jack and Gwen Cooper of Torchwood, arranged to visit the centre run by Dr Colin Maloney. This was located in San Pedro, California. She had helped smuggle some of her colleagues into the camp. On learning that she had discovered went on there, Maloney panicked and attacked her. He then had her placed in one of the crematoria where she was destroyed. Desperate to cover his tracks he attacked the other Torchwood personnel, but was shot by one of his own guards - Corporal Coltrane - who was unhappy with what went on at the camp. Maloney was rendered a Category One himself due to the extent of the bullet wound.
